The following will be the list of deliverables at various stages of the life cycle on re-engineering and IT Plan process: -

4.1         Document on Existing Processes - This document shall be the first document giving the mission, purpose, objectives, organizational hierarchy, detail of subordinate offices and the functions of the Department/Board/Corporation.  It will also cover the information flow and the IOU Diagram. This document will also cover the problem areas and pitfalls in the existing system.

4.2         Document on Re-engineering - This document will cover the re-engineering needs of the organization on the basis of information flow, the periodicity, the problem areas and the automation needs of the Department.  This document will be prepared on the basis of the functional classification, guiding principles, the approaches and the methodology given for carrying out the Comprehensive Critical Cyber Re-engineering as mentioned in this bulletin.

4.3         Detail Systems Study Document

4.3.1          Functional Information Systems Document - This document shall specify all the Functional Information Systems to be taken up in a phased manner.  The grouping of various activities and functions shall be carried out to identify the Functional Information System.  It will give all the inputs and outputs along with their formats.  Also, the prioritisation of applications on the basis of public interface and transaction automation shall be spelt out in this document.

4.3.2          Database and Data Warehousing Needs Document - This document will cover the database and data warehousing requirements of the Department/Board/Corporation for various phases.  The underlying objective is to evolve the storage and processing model to ascertain the hardware sizing.  This document will contain all the data base requirements pertaining to various Functional Information Systems.

4.3.3          Networking Needs document - On the basis of the data base requirements and the data flow between various offices along with their periodicity will evolve the communication and networking requirements within the Department and with other Departments.

4.3.4          Hardware and Software Requierments- This document will list down the hardware and system software specifications for implementing the project. Also, the networking equipments required shall be covered in this document. This will give the break up of the likely cost in various phases.

4.3.5          Project Cost Document - The manpower requirements as well as the cost on various project components shall be summed up in this document. This will give the cost to be incurred in various phases.

FD’s Comments as given below may kindly be incorporated while preparing the IT Plan:

FD has seen the amended guidelines. It is observed that AD has recommended procurement of IT Products on the basis of limited tenders/quotations. It is suggested that instead of limited tenders/quotations, the guidelines should incorporate Open Tendering process as per the instructions issued by the Supplies and Disposal Department in the matter. AD should also ensure that the suggested procurement is as per the IT Policy approved by CMM.
