IT POLICY HIGHLIGHTS ON E-GOVERNANCE

The Information Technology Policy, 2000 has been formulated in recognition of the role of Information Technology (IT) as an effective tool in catalysing efficient governance, economic growth, and human resource development.

            The Information Technology Policy seeks a deep impact initiative by the State Government, replacing traditional delivery of public services by IT driven system of governance.  The State's role would be to facilitate private domain initiative in e-transition of Haryana by providing critical infrastructure, systems framework and enabling environment. Sunrise technologies would be applied in order to provide universal access to all to reap benefits of development and enrich quality of life in the knowledge driven society.

            The following are the highlights of the Information Technology Policy in regard to the e-Governance:

                 IT to be introduced extensively in public domain by reengineering of administrative processes by recasting the structure and functioning of the administrative departments.  The objective is to provide better Government-citizen interface by using information technology in transaction automation and creation of information databanks.  This would involve earmarking of 5% of the budget by every Department, Board and Corporation for complete e-governance by the year 2005.

Haryana State Wide Area Network (HARNET) to be established for data, voice and video transmission and dissemination for inter department connectivity, multi-user and multi-service facilities, video conferencing, file transfer, e-mail, on-line application processing, query and response.  HARNET will enable cohesive functioning of Government Departments and Organizations for delivery of quality public services.  The Government will encourage private initiative for establishing backbone networks with potential of covering the last mile.  In case, DOT is not in a position to provide optical fiber links for HARNET, the private sector backbone networks will be utilized. HARNET with its associated components will be put in place by Hartron in association with private sector.  Introducing SMART Cards in association with private sector by the year 2003 and flagship applications will be part of the endeavour.

E-Citizen interface to be achieved by delivery of services through state-wide communication network for improving efficiency and better Government-Citizen interface.  Complete digitization of public domain information by the year 2003, encouragement of Service Delivery Points (SDP) in the private sector, setting up of Public Information and Facilitation Counters (PIFC) for grievance redressal and data access, achieving IT literacy in Government, developing multi level MIS and establishing institutional framework are the hallmarks of efficient and effective Citizen-Government interface.  Information Technology would also be used to facilitate government tendering/procurement by the year 2002.  Standardization of IT infrastructure, data and applications, use of Geographical Information System (GIS) and development of Portal Web Site would be crucial elements for its success.
