Brief Note on Common Service Centre Scheme:

Common Services Centers (CSCs) are the access points for delivery of various e-governance and business services to citizens in rural and remote areas of the country. It is a pan-India network catering to regional, geographic, linguistic and cultural diversity of the country, thus enabling the Government’s mandate of a socially, financially and digitally inclusive society.CSCs offer assisted access of e-services to citizens with a focus on enhancing governance, delivering essential government and public utility services, social welfare schemes, financial services, education and skill development courses, health and agriculture services and digital literacy, apart from a host of B2C services. CSCs are more than service delivery points in rural India; they are positioned as change agents, promoting rural entrepreneurship and building rural capacities and livelihoods.

CSCs in Haryana are known as Atal SewaKendras (ASKs). The network of 10,998 ASKs across the State is providing seamless G2C and B2C services to citizens across the State, of which on an average 5,500 VLEs are actively transacting on Digital Seva portal. Out of 6,203 Gram Panchayats in the State, 5,934 Panchayats have been covered by ASK.
In Haryana, CSCs are the front end delivery points for Government to Citizen (G2C), Business to Citizen (B2C) and social sector services to citizens in rural areas. CSCs are delivering a number of services like Banking, Insurance, Pension, Pradhan Mantri Digital ShakshartaAbhiyan, Health services such as telemedicine, Jan Aushadhi, other G2C services like Railway Ticketing, Aadhaar services, Passport, Electricity bill payment, along with B2C services. The State Government has taken special initiative in getting services of around 22 State Departments integrated with Digital Sewa Portal. Around 170+ State Government services of varied departments (DHBVN, UHBVN, Election, Social justice & empowerment, Revenue, Police, etc  have been integrated and more services are in the pipeline. Haryana stands 2nd in the country in terms of e-District transactions. Haryana is the first State to offer all treasury payment and taxes through eGras system which is integrated with CSC Portal. Digital Haryana Summit was organised in District Gurgaon on 15th Sep 2017 wherein 10 best performing VLEs (in terms of quarter transactions) were awarded by Hon’ble Union Minister- Shri Ravi Shankar Prasad. Also, an MoU for establishing first National level CSC Academy at HARTRON Gurgaon centre was signed between CSC-SPV and HARTRON.
PMGDISHA- Pradhan MantriGramin Digital SakshartaAbhiyan has been initiated by the Government of India (GoI) to provide basic digital literacy to 6 crore citizens in rural areas of the country. Till September 2017, a total of  3,79,458 candidates have been registered across Haryana under the Scheme, of which  1,53,656 have been certified.

About Village Level Entrepreneurs:
A Village Level Entrepreneur (VLE) or CSC operator is the key stakeholder of CSC scheme. Although content and services are important, it is the VLE’s entrepreneurial ability that ensures CSCs sustainability. A good VLE is one who has strong entrepreneurial traits and social commitment, apart from financial stability. She/he should be credible and command the respect of the community. The quality of services at a CSC is correlated to the quality of VLE operating it. Selection, training and building capacity of the VLE, therefore, play a key role in the success of the CSC Scheme.Apart from VLEs, State Designated Agencies (SDAs) and the District e-Governance Societies (DeGS) are two other important stakeholders as well as the implementing agencies of the Scheme at the state-level.

 

About CSC e-Governance Services India Ltd:


CSC e-Governance Services India Limited, a Special Purpose Vehicle, has been set up by the Ministry of Electronics & IT under the Companies Act, 1956 to oversee the implementation of the CSC scheme. CSC SPV provides a centralized collaborative framework for delivery of services to citizens through CSCs, besides ensuring systemic viability and sustainability of the Scheme:

  • Facilitating Government Outreach through CSCs
  • Providing a standardized monitoring framework for collaborative decision making process with State Governments
  • Catalyzing and maintaining content aggregation on an on-going basis
  • Enabling Government functioning through the CSCs

CSC Service Types and Categories:


Government-to-citizen (G2C) Services refer to online communication between Government and consumer/individuals. It is an online interaction between local, central Government and private individuals which helps in making public services and information accessible to all. CSC enables increase in the transparency in transactions at grassroots level. It has been seen that the transaction cost for services have also come down drastically and service delivery through CSCs has given citizens easy access to many services such as online form filling, bill payments, municipal certificates etc, or complex applications like distance education, e-learning, and tele-medicine. It has indeed simplified the life of a citizen in his ability to access government services
Business to Citizen (B2C) Services denotes online communication between business entities and consumers/individuals. CSCs offering B2C services which cater and cover large population base at the rural level. By integrating these services into CSC bouquet, rural villagers get access to such services in their vicinity, for which they might have to travel to nearby town and incur cost/face middlemen etc. This also resulted in income generating opportunities for VLEs apart from G2C services.
